Appointment will be made on Grade VIII salary scale €81,444 - €98,231) at a point in line with Government pay policy. 

Hours of work: 

Full time 35 hours per week

The Management/Compliance Accountant will play a key role in supporting the financial governance, reporting, and compliance functions of the hospital. This post will provide expert financial analysis, reporting, and assurance to ensure compliance with HSE, Department of Health, and external audit requirements. The role will also support decision-making through high-quality management information and contribute to the overall efficiency and financial sustainability of the hospital.

Responsibilities

 

1. Management Accounting & Decision Support

  • Provide detailed analysis of financial performance including trend analysis, forecasting, and budget performance.
  • Support clinical and non-clinical departments in understanding their financial performance.
  • Prepare business cases, investment appraisals, and cost-benefit analyses to support operational and capital decisions.
  • Develop and maintain costing models in line with ABF (Activity-Based Funding) and hospital KPIs. 

2. Budgeting & Forecasting

  • Assist in the annual budgeting process and in-year reforecasting.
  • Work closely with departments and directorates to support budget setting and monitoring.
  • Provide financial input into service planning and productivity reviews. 

3. Financial Reporting & Compliance

  • Ensure the timely preparation and submission of monthly and quarterly management accounts, including variance analysis.
  • Support compliance with HSE, C&AG, and Department of Health financial reporting requirements.
  • Lead on audit preparation (internal and external) and manage responses to audit queries.
  • Ensure robust financial controls are in place and operating effectively.
  • Assist with statutory and regulatory financial returns including annual financial statements, supplementary returns, and payroll-related compliance.

4. Systems & Process Improvement

  • Contribute to the continuous improvement of finance systems, processes, and reporting.
  • Work with ICT and finance systems teams to develop reporting dashboards and automation where possible.
  • Support implementation of new national financial systems or reforms.

5. Team Leadership & Engagement

  • Supervise and support Grade VII and clerical staff within the finance team.
  • Foster a culture of financial accountability and service excellence.
  • Participate in multidisciplinary working groups and committees as required.

Qualifications

 

 

 

Selection Criteria: 

 

Selection criteria outline the qualifications, skills, knowledge and/or experience that the successful candidate would need to demonstrate for successful discharge of the responsibilities of the post.

Essential:

·        Fully qualified accountant (ACCA, ACA, CIMA, CPA or equivalent).

·        Minimum 3 years post-qualification experience in a management or compliance accounting role.

·        Strong understanding of public sector financial governance and controls.

·        Proven experience in financial reporting, budgeting, and variance analysis.

 

Desirable:

·        Experience in a healthcare, public sector, or large teaching hospital environment.

·        Familiarity with HSE/DOH reporting, ABF, and national audit requirements.

·        Experience with SAP, Oracle, or similar ERP systems.

 

Key Skills and Competencies:

·        Ability to work under pressure and meet tight deadlines.

·        Strong IT skills including advanced Excel and financial modelling.
