Appointment will be made on salary scale Grade VII (€59,419 - €77,243) at a point in line with Government pay policy.

Responsibilities

 

-          Manage coding staff within the group in the delivery of timely and accurate coded activity information by specified deadlines.

-          Organising HIPE work to ensure the coding function is fully supported in each hospital, including cover for leave, succession planning, mentoring of HIPE staff and support of in-house and HPO training.

-          Managing a strategic risk management programme including auditing in each hospital in the group by working with HIPE teams in the group hospitals to ensure timeliness, accuracy, consistency, completeness and compliance with national and international coding standards.

-          Ensuring the integrity and quality of coded data by working with HIPE teams and clinicians in the group hospitals.

-          Providing support at hospital and group level with the recruitment and orientation of HIPE Coders. Organising and managing training sessions for HIPE coders both with the HPO at hospital and group level.

-          Hold regular team meetings in each hospital with a regular agenda of audit, data quality, coder support and training.

-          Liaising with clinicians to foster their support and understanding of the HIPE function and to ensure good clinical documentation.

-          Implement the hospital level work-plans resulting from the individual hospital reports issued as part of the Pavilion Health project.

-          Ensuring that the confidentiality of patient data is maintained at all times.

-          Liaison with the HPO and IT Department(s) to ensure efficient operation of the HIPE software.

-          Liaising with medical records and other hospital staff to ensure a good and timely flow of completed medical records to each HIPE department.

-          Ensure HIPE Coders have access to all sources of information required to complete their job.

-          Raising awareness of the role of HIPE and coders across all departments.

-          Keeping up to date with any new developments on the HIPE system as they arise.

-          Leading the team through new changes and developments in work practices.

-          Keeping up to date with all circulars relating to coding practices and ensuring that any recommendations are implemented.

-          Liaising with the Finance Manager; giving regular updates and an assurance around validity and accuracy of data.

-          Manage correspondence regarding HIPE coding audits and other data quality activities in a confidential and sensitive manner.

-          Be able to prepare and present reports on audits, data quality, staffing as required to the appropriate stakeholders and follow up on recommendations as appropriate.

 

 

-          Working with the HPO to ensure compliance to coverage and data quality guidelines.

-          Ensuring that coding queries returned to the Hospital from the Hospital Pricing Office (HPO) are corrected and adequate response provided.

-          To be a primary group resource in championing the importance of HIPE data and its impact on group and individual hospital ABF performance.

 

Communications

 

-          To be the primary group resource in championing the importance of HIPE data and its impact on group and individual hospital ABF performance.

-          To demonstrate a clear understanding of the role of HIPE audit within the HPO and to participate in the overall delivery of its function within the HSE

-          Facilitate effective communications with other members of the HPO, senior / corporate managers and other relevant stakeholders as required

-          Maintaining and supporting clear communications lines for HIPE staff with clinicians.

 

General

 

-          Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc and comply with associated HSE protocols for implementing and maintaining these standards as appropriate to the role.

To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service

 

Qualifications

 

Mandatory

 

  1. Significant experience of clinical coding including working in a hospital setting with practical coding experience e.g. extraction of appropriate information from charts and application of clinical codes from a recognised clinical coding scheme e.g. ICD-10-AM/ACHI/ACS 

 

  1. Experience in reviewing HIPE data quality review e.g. chart based audit, use of The Checker©, using HCAT© (HIPE Coding Audit Toolkit), assessing and returning cases to HIPE Coders for further review

 

  1. Evidence of attending clinical coding training courses up to specialist level i.e. certification or confirmation of attendance required

 

  1. Experience in mentoring, managing and leading staff.

 

  1. Excellent organisational skills and ability to work on own initiative and within a team.

 

  1. Chart Management Experience

 

 

 

 

 

Desirable

-          Professional Knowledge & Experience

-          Expertise in clinical coding, ICD-10-AM/ACHI/ACS classifications and Australian Refined Diagnosis Related Groups (AR DRGs)

-          An ability to write, generate and present documents and reports in a professional manner.

-          Experience and expertise in the extraction and coding of HIPE data according to national coding guidelines.

-          Knowledge and understanding of reviewing and auditing HIPE data including chart based audit.

-          Demonstrate knowledge of Irish and Australian coding standards, including how these are updated and implanted.

-          Knowledge of the HIPE Portal and the associated tools.

-          Knowledge and experience of using an email system effectively e.g. Outlook, Lotus Notes.

-          Demonstrate good knowledge of the Health Services Executive and the Health Pricing Office.

-          Be computer literate and able to demonstrate good knowledge of Microsoft office.
