Position Overview

 

The Procurement Officer ensures timely, cost-effective acquisition of goods and services required for clinical, operational, and educational activities within the hospital. This role involves negotiating contracts, monitoring supplier performance, and ensuring compliance with legal, quality, and safety standards.

 

Responsibilities

Key Responsibilities

1. Tendering & Contract Management

 

- Develop tender documentation aligned with healthcare regulations and research requirements.
- Conduct supplier evaluations—cost, quality, risk, capacity—and lead bid review committees.
- Negotiate contracts including service-level agreements, warranty terms, and maintenance schedules.

 

2. Strategic Sourcing & Supplier Management

 

- Collaborate with internal departments—clinical, research, educational—to assess needs and develop procurement plans.
- Identify and pre-qualify suppliers, especially for medical devices, pharmaceuticals, lab equipment, and support services.
- Maintain and review approved supplier lists; manage performance metrics (KPIs, SLAs).

3. Compliance & Risk Management

 

- Ensure procurement policies align with healthcare regulations, hospital guidelines, financial policies, and audit standards.
- Conduct supplier audits and risk assessments; address quality issues or recalls swiftly.
- Maintain accurate records (contracts, orders, and supplier certifications) for audits and inspections

Qualifications

Eligible applicants will be those who on the closing date for the competition:

(a) Have satisfactory experience in an office under the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004 at a level not lower than that of Grade IV (or equivalent)

and

Have not less than two years satisfactory experience either in that office or in an office at a level not lower than that of Clerical Officer in the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004

and

(b) Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office.

The successful candidate must possess demonstrable experience of public procurement activities in a healthcare context and will have first-hand knowledge of all aspects of public procurement as a regulated activity.

The successful candidate must have worked for at least four years’ conducting competitive tendering procedures under the European public procurement regulations.

The successful candidate must possess demonstrable experience in respect of service, supply and works procurement.

The successful candidate must possess demonstrable experience in respect of construction procurement, with in-depth experience of utilising the Irish government’s Capital Works Management Framework suite of documentation in order to appoint multi-disciplinary design teams for complex, high-value capital projects;

The successful candidate must possess demonstrable experience of evaluating construction and technical service tenders;

Desirable
• 3rd level qualification in Business / Finance or related field for e.g. a Certificate in Procurement & Contracting.
• IT experience for specific packages that are utilised in the Procurement Department.

• The successful candidate must possess advanced Microsoft Excel skills, with a proven ability regarding the analysis of construction-related pricing proposals.

• The successful candidate must possess an understanding of financial governance arrangements applying to the public sector in general and to the healthcare sector in particular.

• The successful candidate must possess a strong track record of utilising innovative purchasing techniques, including the negotiated procedure, the competitive dialogue procedure and framework agreement approaches.

• The successful candidate must possess strong stakeholder engagement skills and must be comfortable liaising with senior individuals in order to arrive at optimum award decisions. In this regard, the successful candidate will have experience of negotiating appropriate solutions to complex commercial problems.

• The successful candidate will possess exemplary verbal and written communication skills and will be capable of expressing complex instructions or advice in a clear and concise manner.

• The successful candidate must be fully IT literate, must possess comprehensive experience of data collation and analysis and must be comfortable with the use of financial or purchasing systems.
